With reference to a despatch dated September 8th,

1914, from my predecessor, regarding the right of the S.S.

"Phranang", to fly the British flag, I have the honour to

enclose herewith a copy of an extract from a voluminous legal

opinion furnished by the Crown Advocate at Shanghai which I

have received to-day, and which may be of interest to you,

in case you consider it advisable to take action in the matter.
